Intentions and Results:
A Look Back at the Adoption and Safe Families Act

A new report by the Center for the Study of Social Policy and the Urban Institute examines the outcomes of 1997 legislation that sought to increase the safety, permanence and well-being of children in the child welfare system and the number of children adopted.

The report provides data about the legislation’s results and also provides personal essays from youth and parents who experienced the child welfare system first-hand since the legislation was enacted.

The paper also includes briefs from policymakers and advocates about foster care, the role of substance abuse, mental illness and and the law’s impact on immigrant children.

The report draws a variety of conclusions from the successes and shortfalls of the law, providing a framework for improvements going forward.
