California’s Medicaid Breakthrough: An Opportunity to Advance Children’s Social and Emotional Health

Revamping Medicaid policies to improve young children’s social and emotional health and address health care inequities is particularly critical in California, where over half of children ages 0 to 5 have Medicaid coverage (known as Medi-Cal, in California), and three-quarters are children of color. California ranks near the bottom of the nation on most standard measures of child well-being and access to care.

Biden’s Executive Actions Take First Steps Toward Advancing Racial Equity

In its first month in office, the Biden-Harris administration has taken executive actions to advance racial equity signaling a welcome shift from the Trump administration, which rejected equity and justice as core values. One Path to a Child Allowance: Reforming the Child Tax Credit

In the American Rescue Plan, President Biden has called for expanding the Child Tax Credit (CTC) for one year as part of a comprehensive package to address the ongoing economic crisis. This week the House of Representatives unveiled legislation that would do just that, while U.S. Representatives Rosa DeLauro, Suzan DelBene, and Ritchie Torres simultaneously reintroduced the American Family Act, which would make these expansions of the Child Tax Credit permanent. In order to ensure that families receive the full benefit from these proposed expansions, however, the CTC needs to be reformed so that it functions more like a child allowance.
