Biography
Shelby Zimmer is a Senior Associate who works primarily on the Monitoring and Litigation Team at CSSP. In this role, she partners with jurisdictions to improve policies, practices, and outcomes for children and families by analyzing qualitative and quantitative data, reviewing policies and procedures, and engaging with individuals served by child welfare agencies, staff, and other stakeholders. Shelby has over 15 years of experience working for and with public child welfare agencies. Prior to joining CSSP, she worked as a consultant supporting multiple state child welfare agencies with strategic planning, program development and implementation, and continuous quality improvement efforts. She also previously served in roles ranging from frontline case manager to statewide program director for the Georgia Division of Family and Children Services. In her work, Shelby is dedicated to decreasing formal system involvement and promoting the well-being of children and families. She holds a Master of Social Work from Georgia State University and a certificate in Public Finance Management from the Center for State and Local Finance at Georgia State University.
